Abstract

งานวิจัยนี้มีวัตถุประสงค์ 1) เพื่อวิเคราะห์โมเดลสมกำรโครงสร้างของปัจจัยที่มีอิทธิพลต่อประสิทธิภาพขององค์กำร ได้แก่ 7S แมคคินซีย์ และ เครื่องมือสำรวจความเปลี่ยนแปลง (STEEP) 2) เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อประสิทธิภาพขององค์การภาครัฐ กลุ่มตัวอย่ำงที่ใช้ในการวิจัย ได้แก่ ข้าราชการขององค์การภาครัฐแห่งหนึ่ง จำนวน 350 คน เครื่องมือที่ใช้เก็บข้อมูลคือ แบบสอบถามที่ผ่านการทดสอบความเที่ยงตรงเชิงเนื้อหาแล้ว วิเคราะห์ ข้อมูลโดยใช้สถิติเชิงพรรณนา ได้แก่ การแสดงค่าร้อยละ การแจกแจงความถี่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และใช้สถิติเชิงอนุมาน ได้แก่ ตัวแบบสมกำรโครงสร้างกำลังสองน้อยที่สุดบางส่วน (Partial Least Square Structural Equation Model: PLS-SEM) เพื่อหำความสัมพันธ์ระหวำงตัวแปร ผลกำรศึกษาพบว่า แบบจำลอง 7S แมคคินซีย์ มีอิทธิพลทางตรงต่อประสิทธิภาพขององค์การ อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และเครื่องมือสำรวจความเปลี่ยนแปลง (STEEP) มีอิทธิพลทางตรงต่อประสิทธิภาพขององค์การ อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนเครื่องมือสำรวจความเปลี่ยนแปลง (STEEP) ไม่มีอิทธิพลต่อประสิทธิภาพขององค์กำรเมื่อเป็นตัวแปรกำกับของแบบจำลอง 7S แมคคินซีย์

The purposes of the research were: 1) to study efficiency of a government organization with models, including the 7S McKinsey model and STEEP Tool, and 2) to study the factors that influence the performance of the government organization. The samples used in this research included 350 government officers. The data were collected from a questionnaire application that passed testing for content validity and reliability. The data were analyzed by descriptive statistics, including percentage representation, frequency distribution, average deviation, standard deviation along with inferential statistics, which included the Partial Least Square Structural Equation Model (PLS-SEM). The results of research revealed that 7S McKinsey model had a direct influence on the efficiency for government organization at a significant level of .05. Likewise, the STEEP Tool had a direct influence on the efficiency for government organization at a significant level of .05. However, the STEEP Tool did not have a significant impact on the efficiency for government organization when it was a variable of 7S McKinsey model.
