แนวทางการพัฒนาสมรรถนะหลักของผู้บริหารสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) สมรรถนะหลักของผู้บริหารสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 และ 2) แนวทางการพัฒนาสมรรถนะหลักของผู้บริหารสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ครูในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 จำนวน 324 คน โดยทำการสุ่มแบบแบ่งชั้นภูมิและใช้วิธีการสุ่มตัวอย่างแบบง่าย และผู้ให้ข้อมูลในการสัมภาษณ์ ได้แก่ ผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 จำนวน 5 คน โดยใช้วิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้เป็นแบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ .95 และแบบสัมภาษณ์ การวิเคราะห์ข้อมูลโดยใช้สถิติพื้นฐาน ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ข้อมูลเชิงเนื้อหา ผลการวิจัยพบว่า 1) สมรรถนะหลักของผู้บริหารสถานศึกษาขั้นพื้นฐาน โดยภาพรวมอยู่ในระดับมาก และ 2) แนวทางการพัฒนาสมรรถนะหลักของผู้บริหารสถานศึกษาขั้นพื้นฐาน ได้แก่ (1) ด้านการมุ่งผลสัมฤทธิ์ ผู้บริหารสถานศึกษาควรกำหนดวิสัยทัศน์ พันธกิจ เป้าประสงค์ และกลยุทธ์ของสถานศึกษา เพื่อวางแผนการดำเนินงานให้เกิดผลสัมฤทธิ์ที่มีประสิทธิภาพและประสิทธิผล (2) ด้านการบริหารจัดการเชิงกลยุทธ์ ผู้บริหารสถานศึกษาควรเปิดโอกาสให้ผู้มีส่วนได้ส่วนเสีย มีส่วนร่วมในการวางแผนการดำเนินงาน การตัดสินใจ และการกำกับติดตามการดำเนินงานของสถานศึกษา (3) ด้านการทำงานเป็นทีม ผู้บริหารสถานศึกษาต้องมีการมอบหมายหน้าที่ในการทำงานให้ตรงตามความสามารถของแต่ละบุคคลด้วยความยุติธรรม (4) ด้านการติดต่อสื่อสาร ผู้บริหารสถานศึกษาควรเป็นแบบอย่างที่ดีมีการสร้างแรงบันดาลใจและสร้างความสัมพันธ์ที่ดีกับครูและนักเรียน

This research aimed to study: 1) the core competencies of primary school administrators under Pathum Thani Primary Educational Service Area Office 1 and 2) the guidelines for developing the core competencies of primary school administrators under Pathum Thani Primary Educational Service Area Office 1. The research samples consisted of 324 teachers from Pathum Thani Primary Educational Service Area Office 1. The key informants included five school administrators. The instruments were questionnaires with a reliability value of 0.95 and interview forms. The statistics used to analyze the data were frequency, percentage, mean, standard deviation, and content analysis. The research results showed that: 1) the elementary school administrators generally possessed a high level of core competences and 2) the 4 areas were included in the criteria for primary school administrators' core competency development: (1) Motivation for achievement: in order to organize operations to produce effective and efficient outcomes, school administrators established the vision, mission, goals, and strategies of the institution. (2) Strategic Management: school administrators gave stakeholders the chance to be involved in the planning, decision-making, and oversight of the school's operations. (3) Teamwork: school administrators needed to fairly assign tasks based on each person's talents. (4) Communication: in order to motivate and foster positive connections with teachers and students, school administrators should act as positive role models.
